Introduction to CIC 

 The North-East of India is a land of breath-taking natural beauty. The region comprises eight states viz. Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim and Tripura. The hills with dense forest cover make traditional forms of communication very difficult. In the modern civilization, communication playing a vital role on the socio-economic development. The region lacking in communication infrastructure always shrink under the darkness from modern world. Nowadays, the information technology is considered as catalyst of socio-economic development. The recent developed Internet Technology reduced the communication gap between too far places and make the world like a global village. We can send and receive information from one place to another at a fraction minute of time. A vital need has been felt to extend the reach of modern day technology to the area in order to enable rapid socio-economic development and bring the area closer to the national mainstream.

With this objective in mind, on February 2000, the Hon’ble Prime Minister of India Shri Atal Behari Vajpayee announced a plan entitled as Community Information Center(CIC) for the establishment of IT facilities at block level in the North-Eastern states. An experimental pilot project launched in August’2000 in 30 Blocks in N-E states by the ministry of Communication and Information Technology, Govt. of India. After succesfull implementation of the pilot project, it was decided to cover all 487 blocks of the North-Eastern states. Based on the experience gained from the pilot project,action plan was formulated for 457 blocks. In August 2002 the Hon’ble Union Minister of Information Technology & Parliamentary Affairs Mr. Pramod Mahajan dedicated the project to the nation and the people of North-Eastern states.
